"Paladino's campaign manager, Michael Caputo, said Paladino's companies charged market rate, although it's difficult to verify since they're all privately held.
The single largest recipient of Paladino's spending is the newly created Ellicott Advertising Co. That firm has received $1.8 million from Paladino since May 7, campaign's filings to the state Board of Elections show.
Caputo said Paladino formed the ad firm after receiving what he deemed "exorbitant" bids from other companies."
